Your volvo has two adjustment screws for each headlight the horizontal headlight screw is on the inside of the headlight housing and the vertical screw is on top of the housing. You should notice marks for both the horizontal adjuster and vertical adjuster.
This may also apply to other volvo models however this is a common issue.
